CIMC SOE conducted comprehensive safety inspection to strengthen production safety during holiday period

To ensure thorough production safety management during the National Day and Mid-Autumn Festival holidays and effectively prevent various safety risks, Nantong CIMC Sinopacific Offshore & Engineering Co., Ltd. (hereinafter referred to as "the Company") conducted a comprehensive pre-holiday safety inspection on September 25. Gao Wenbao, Vice President of CIMC ENRIC and General Manager of the Company, personally led the inspection team deep into the production front lines. The inspection covered key operational areas, as well as ships at the terminal, focusing on supervising the management of hazardous operations and the implementation of safety measures for special work procedures. The initiative further emphasized awareness of safety red lines and reinforced safety responsibilities.

At the east yard phase II site, Mr. Gao gained a detailed understanding of the on-site work arrangements and safety control measures. The east yard has now regularized a system for daily dynamic announcements of hazardous work areas and contents, ensuring clear risk notification and assigned responsibilities. For the special operation of working in enclosed spaces after nitrogen purging, the inspection team closely reviewed the implementation of various control measures. This operation has strictly implemented all key safety measures: safety briefings are conducted before work commences; entry is permitted only after passing oxygen and explosiveness tests, with personnel entering separately and maintaining effective ventilation throughout. Meanwhile, guardians conduct irregular patrols, safety officers perform inspections every two hours, and post-operation closed-loop checks are carried out to ensure the site is free of hazards.

Furthermore, relevant departments reported on the "3+3" model adopted for hazardous operation management. This model identifies three types of special high-risk operations—special Grade II hot work, enclosed space entry after nitrogen purging, and work at height—along with three types of critical operations—pressure testing, lifting operations, and scaffolding erection/dismantling—as the core focus for control. Through specialized review, strengthened approval processes, and continuous monitoring, precise and graded control of key risks is achieved.

Subsequently, the inspection team proceeded to the west yard terminal for an on-site check. Before boarding the vessel, Mr. Gao paid particular attention to the personnel statistics screen at the terminal entrance and suggested exploring the use of big data technology to achieve intelligent and precise dynamic management of personnel, thereby further enhancing the efficiency and reliability of regional safety management.

After boarding the 40,000 cubic meter LPG/liquid ammonia carrier, Mr. Gao provided optimization suggestions for key fire prevention areas on the ship to improve emergency response efficiency. In the engine room and liquid tank areas, he meticulously reviewed the configuration of safety facilities, emphasizing the need for later installation or improvement of alarm systems after nitrogen injection into the tanks, to continuously enhance the vessel's own early warning and safety assurance capabilities.

This pre-holiday comprehensive safety inspection not only served as a full assessment of the on-site safety management level but also reflected the senior management's high priority and persistent emphasis on production safety. Mr. Gao stressed that safety is the lifeline of the enterprise, and there should be no slackness at any time. Especially during holiday periods, it is crucial to remain vigilant, strictly implement all rules, regulations, and preventive measures, thereby providing a solid safety guarantee for the Company's high-quality development!
